Council's HMO officers blunder trying to licence the wrong homes

According to research by the Communities and Local Government Department (CLG).

The council officers tried to licence all HMOs in their area that were defined as shared housing under the Housing Act 2004 – but forgot to leave out the properties that were not subject to mandatory licensing.

Since April 6, 2006, these officers have dealt with 70 licensing applications and issued 40 licences but their council area had hundreds more HMO properties that did not need licensing.

A CLG impact assessment on new shared housing planning and licensing regulations that start from April 6, 2010, shows the whole HMO sector in England is in a shambles with few councils aware of exactly how many properties in their area require mandatory licensing.

Three surveys of local councils in three successive years show different figures:

A survey of councils in 2008 found that the councils thought that the market sector contained about 38,000 licensable HMOs and the estimated number of licensable HMOs for all authorities in England was around 56,000.

Communities and Local Government surveyed councils in 2006 and estimated that there are around 42,000 licensable HMOs in England.

One council officer directly responsible for HMO licensing told the CLG when asked how many shared houses needing licences were in the area: “In total, well, taking into consideration additional and self contained flats, it’s really hard for me to give a figure, but I can only say over 1,500.”

The council’s housing survey statistics return suggested that there are over 2,000 HMOs in the borough.

The licensing blunder is one of a series of shambolic council errors uncovered by Property Investment Expert editor Steve Sims when researching a new download guide about new HMO licensing and planning rules that is available from

“The information revealed in the CLG research shows many local councils haven’t got a clue what they are doing when licensing shared rented houses, ” said Steve Sims. “My fear is that they will make even more mistakes that someone else has to pick up the tab for, like the taxpayer or property investors, with the more complicated new planning and licensing rules.

Harrods' Julie to run London Marathon in mum's memory

AN OPERATIONS controller at Harrods Aviation Business Centre at Stansted Airport will be taking on the mammoth challenge of completing the London Marathon this April all in the name of the Helen Rollason Cancer Charity.

Julie Hamby, 41, from Sawbridgeworth, will be running the 26-mile infamous route around the capital on April 26, 2010 in memory of her mum. My mum was diagnosed with bowel cancer when she was 47. She was treated by Professor Neville Davidson, who is the chairman of the Helen Rollason Cancer Charity. He was absolutely fantastic while she was having her treatment which lasted 7 years. My mum sadly died in 2000 aged 53.

Helen Rollason Cancer Charity offers cancer support to patients through its centres one of which is in Sawbridgeworth at the Rivers Hospital. The charity funds the therapies including reflexology alongside funding an extensive research programme into the disease.

The year after Julies mum Pauline Smith died Julies sister and father decided to tackle the London Marathon and raised £6000. Now Julie is following in their footsteps and hopes to bring the amount her family raises for the Helen Rollason Cancer Charity to more than £8000:

She said: Im not a sporty person but its always been something Ive wanted to do. Training has been harder and a bigger commitment than I thought it would. The thing that gets me through the tough training is thinking about my mum and a friend who are no longer here, but Im here and being given the opportunity to run something they would have loved to have done.

Mud & Music: Exhibition celebrates 40 years of Glastonbury Festival

In the year of the 40th anniversary of the festival, Glastonbury: 40 years documents the day-to-day life of a makeshift city with a unique sociological footprint. Photographer Liam Baileys images show the spontaneous side of the festival away from the stages a world in which intense experiences are played out against a backdrop dominated by canvas, big skies and, periodically, expanses of Glastonbury mud.

In addition to the photographs of Glastonbury, the exhibition will also house Round & About, a collection of photographs encompassing footballs and other sports balls found and discarded in locations all over London, and sets of used stamps found at car-boot sales. Details such as the split in a ball that is shaped like a sulky mouth, or an elastic band that has released its once-taught grasp on a set of stamps, take on a new and often strangely human charge.

The exhibition is to be held at East Londons prestigious photographic gallery, theprintspace. Bailey said, theprintspace is the hub of photography, proving excellent quality printing and exhibition space. The ability to spread the show over two floors was ideal for the two parts to this exhibition.
